i can also see another line of power poles on the steam engine side. these poles collect the power that is output by the steam engines. but i can't see that these two lines actually physically connect anywhere. the "boiler" line comes up from the south, and the "engine" line exits down to the south. but that doesn't mean that they are connected.

All the boilers have solid fuel (not coal) and all the boilers are producing their rated amount of steam. This setup has run without problems on every game I've played, until now. One of my other identical setups in this game is running on coal and it's doing almost the same thing.

Attached I've created a minimum working example of what seems to me like different boilers creating different types of steam. The steam pipes can be connected and the steam-fluids will "mix", but as long as a boiler 2 is producing steam to the pipe network, the metal mixing furnaces will not accept the steam as input for glass processing.

The ratio for steam power is: 1 pump : 10 boilers: 40 steam engines - Connect all boilers like you have in the bottom left of the image, in a line, and then 2 steam engines per boiler. Feed the whole line with a belt of coal and pick with coal fed inserters in the beginning.
