i can also see another line of power poles on the steam engine side. these poles collect the power that is output by the steam engines. but i can't see that these two lines actually physically connect anywhere. the "boiler" line comes up from the south, and the "engine" line exits down to the south. but that doesn't mean that they are connected.

The ratio for steam power is: 1 pump : 10 boilers: 40 steam engines - Connect all boilers like you have in the bottom left of the image, in a line, and then 2 steam engines per boiler. Feed the whole line with a belt of coal and pick with coal fed inserters in the beginning.
